This is simply a great game, regardless. It's also another step in a good direction for the highly evolved real-time strategy genre, because it takes what's great about this style of game--the process of outmaneuvering and outsmarting opponents to defeat them through military might--and puts pretty much all the emphasis on the parts of the gameplay that inherently seem exciting and satisfying.
